The Declaration of Immediate Availability (DID) is the legal way to be recognized as unemployed.
By submitting the DID, a person declares they are immediately available for work and willing to participate in job search activities.
People are considered unemployed if they:
- Have no job (not working in any capacity).
- Earn less than:
- €8,500 from employment.
- €5,500 from self-employment.
Unemployment status, even for those receiving NASpI or DIS-COLL, must be confirmed by signing a Personalized Service Agreement (PSP). The PSP outlines the activities the person will undertake to find a job.
The law requires individuals to visit employment services to sign the PSP within:
- 15 days of applying for NASpI or DIS-COLL.
- 30 days of submitting the DID in other cases.
These deadlines are not strict, but individuals must respond to calls from employment centers. Failure to do so without a valid reason can result in penalties.

In addition to the employment center, for submitting the personalized service agreement, it is possible to contact the network of accredited operators. Consult the list on the Lombardy Region website.
The national (Ministry of work and social politics) and regional (SIUL) portals allow you to get the DID online, after authentication via SPID, or Carta Nazionale dei Servizi (enabled for online services). Both portals are in Italian language.
You can also go in person at the CPI - Centro per l'impiego / Employment center of Milano. You can find the one that is closer to you and go in-person without an appointment to request the DID or book an appointment by sending an email to centroimpiego.milano@afolmet.it. Here you can consult the working hours of each center.
The general working hours are the following:
- Monday to Wednesday from 9-13 open access and from 14-16 only with appointment.
- Thursday 9-13 and 14-16 only with appointment
- Friday 9-12 only with appointment
Bear in mind that normally there are queues and you will need to wait.
You will need to bring with you:
- Codice fiscale
- Passport
- Permit of Stay
- Certificate stating that you have graduated from school and bachelor's degree. You can find a mock-up here.
